ETH Zurich is the Leading House for the bilateral research collaboration with China, Japan, and South Korea. Mandated by the State Secretariat for Education, Research and Innovation, ETH Zurich is in charge of promoting scientific cooperation with key institutions in the Asia-Pacific region.

The dispatch "promotion of education, research and innovation for 2013–2016" of the Federal Council states that the bilateral collaboration with China, South Korea and Japan remains as a priority. In addition, further countries in the Asian-Pacific region offer significant scientific and technological development potential and should be explored.

As the Leading House for the bilateral research collaboration with the three priority countries, ETH Zurich is in the strategic position to map out the ways to promote the reputation of Switzerland as a leader in science and technology in the above mentioned countries. Furthermore, ETH Zurich will be identifying institutions in the Asian-Pacific region for further collaborations.

The University of Zurich is the Associated Leading House for the programme with China and Japan and the University of Geneva, for the programme with South Korea. The Swiss National Science Foundation is coordinating and managing bilateral project funding in the form of joint research projects.
